I have a portable version of Photoshop 7, that would be your best bet. Just use flash for vector drawings if that's what you're into but they have to be at like 600x800 any bigger and flash will not be happy and crash a lot.

if your new to flash try useing cs3. i have that one and im slowly learning.
i think you can chose to use cs3 when starting the program. do that.
sc4 i could only assume is just like cs3 but with more stuff: so its harder to learn XP
